Zira's plot is to have Kovu rescue Kiara from the fire, to allow Kovu to get close to Simba and kill him. The plan is successful, as Kovu saves Kiara from the wildfire, and is allowed to return to the Pridelands.
Nuka secretly follows the pride alongside his mother, in order to spy on Kovu. Whilst the two are watching Kovu's conversation with Kiara, Nuka furiously reacts when his brother makes no attempt to kill her, but Zira hushes his protests, noting that with Kovu and Kiara growing closer, the goal of Simba's death is close to being reached.
Nuka listens carefully and as he puts the pieces together, he notices Zira getting ready to swipe her paw at the tree branch standing behind him. He ducks just in time. When it appears that Kovu is beginning to have second thoughts about his role in Zira's plot, Nuka accompanies the Outsiders as part of an ambush, to try to kill Simba.
As Zira orders the attack, Nuka is the first to tackle Simba, yet is swatted away. Simba is then cornered in a ravine and is forced to climb a log dam to escape. When Kovu refuses Zira's order to kill Simba, Nuka impulsively decides to do it himself, exclaiming, "I'll do it for you Mother!
Mother are you watching?! I'm doing it for you and I'm doing it for me. While briefly grabbing Simba's ankle, his claws digging in, Nuka feels on the verge of triumph. Suddenly, he slips and falls, ending up being crushed under several logs. Kovu rushes forward to dig him out, but is knocked aside by the frantic Zira, who finishes the job herself. Nuka succumbs to his injuries, after apologizing to his mother for his failure. Ironically, through his death, he finally gains his mother's attention and affection.
After Zira asks Scar to watch over her "poor" Nuka, she blames Kovu for his brother's death and slashes him across the face, which leaves him with a scar on his face.
When Zira makes Kion use the Roar to create rain, Nuka watches in slight awe and fear. Later, he tries to "hunt" Jasiri, only to stop after hearing Zira's voice. Nuka gains the confidence to attack Kion upfront, once Zira tells him that Kion can't use the Roar on other lions, but ends up getting knocked aside. When the rest of the Lion Guard come to Kion's rescue and attack the Outsiders, Nuka desperately seeks Zira's advice on what should be done next.
He then stands at his mother's side as the Outsiders regroup, outnumbering the Lion Guard. This interrupts Kiara's first hunt and forces the princess to flee, which allows Kovu to rescue Kiara and eventually enter Simba's pride. She is later seen spying on Kovu and becoming dismayed when she witnesses her brother sparing Simba's life when he could have taken him from behind.
Vitani quickly informs her mother. Zira is angered and plots and ambush on Simba, in which Vitani takes part. In the course of the fight, Vitani notices Kovu's attempts to defend Simba, so she kicks him into a boulder and knocks him out to end his interference. When Nuka is crushed by logs which fell from the dam, she rushes forward to see her brother and witnesses his death.
Along with Zira, she is shown to mourn Nuka's death, but her feelings on Kovu's betrayal are not shown. Vitani is shown to take part in a battle against the Pridelanders, planned by Zira as an attempt to take the throne by force.
She momentarily taunts and then fights Nala, but is defeated when Nala uses the pin move she used on Simba in the first film. Zira, however, fights Simba. Kiara and Kovu intervene, and Kiara argues that the two prides should stop fighting and come together, as there is no difference between them. Vitani is the first to understand the truth of Kiara's words.
She surprises both Zira and the Outsiders by being the first to rejoin Simba's pride and makes an attempt to convince her mother that it's time to stop fighting.
Zira is angered and sees Vitani as a traitor. Zira threatens to kill her own daughter as well as Simba's pride, which shocks and disgusts the other Outsiders enough to join Simba as well.
She later joins Pride Rock following the death if her mother and lives the remainder of her life with the rest of the lions. She is in awe and is curious about the "Roar", asking her mother to explain it before watching Kion use it on a cloud to make it rain. The Lion King 2:Simba's Pride best answer. I'm sure otherwise the script writers would have made it clear that she adopted them, and there would have been some kind of explanation as to how that happened.
As for their father, I think you could be right. Their father is never mentioned and as far as I know never has been in any commentary either.
It was probably a rogue of some sort. All we know is that their father has never been officially revealed, whoever he is. It also wouldn't be Ni or Chumvi, because those characters were created for a Lion King book series, and the movie creators apparently ignored the books.
I know it can be confusing with all the fan stories the Lion King movies and merchandise have influenced! Fanfiction can be fun, but sometimes people try to pass off their made-up creations as official. It's just a matter of being careful where you're sourcing the information from. If it's straight from Disney, then it's either canon or officially approved by the company.

Vitani and Kovu are twins, as they both young cubs at the start of LK2. Nuka I believe could be Scar's child, but I think Scar didn't want him to be king because he was crazy. As for Vitani and Kovu, no-one knows, though a possibility is Ni, a rouge male. Because Scar wanted someone to love him and Nala happend to show up.
