Reefer Madness takes place after a local snitch spills the beans on an elaborate marijuana distribution ring run by a known drug trafficker named Juan Garcia Cruz.
After looking into the suspected drug ring, Phelps finds that the racket extends further than he imagined. Cruz's drug empire engulfs the entire city, forcing Phelps to track down the kingpin and put an end to his reign.
Like most drug rings, there's more behind Cruz's operations than just good ol' sinsemilla. Guns and senseless violence intertwine with business, forcing Phelps into some sticky situations. The vice case is pretty straightforward and will leave players with more than just the munchies. Noire , The Consul's Car can now be universally enjoyed by fans on nearly any supporting platform.
The case is the first of the additional DLCs to occur in the game as it is the sixth overall mission. Since The Consul's Car is one of Phelps' early cases, it isn't as detailed as later missions.
